Barry Cahoon, P.E. State Rivers Program Manager Vermont Department of Environmental Conservation
Under Barry's direction, the Rivers Program has evolved from a primarily reactive, conflict-management (flood response and erosion control) function into a multi-faceted river corridor management, protection, and restoration program. The bedrock principle upon which the Rivers Program is founded is that the seemingly divergent objectives of water quality protection, aquatic and riparian habitat restoration, and flood and fluvial erosion hazard avoidance and mitigation, can be unified through the understanding and application of fluvial geomorphic science. The Rivers Program tirelessly promotes sustainable socio-economic and ecological community relationships with fluvial systems; in collaboration with local governments, regional and watershed organizations, and state and federal programs and agencies. A research partnership has recently been established with the VT Water Resources and Lake Studies Center. Fluvial systems management, protection and restoration mechanisms are being actively developed for application through funding, partnerships, incentives, technical assistance, research, policy development, disaster recovery, flood and fluvial erosion hazard mitigation, and regulatory means. The Rivers Program is made up of fluvial assessment and restoration scientists, flood plain and river corridor managers, engineers, and grant managers. All staff is well grounded in fluvial geomorphic principles and applications. Barry grew up in a farm family in Vermont's Northeast Kingdom, graduated with a B.S. in Civil Engineering from the University of Vermont in 1974, and lives in Danville.
