RICHMOND – Vermont State Police say that an out-of-state woman died of natural causes during a car crash on Interstate 89 in Richmond on Monday. Johanne Bell, 66, of Cromwell, Connecticut, was dead at the scene of the 3:35 p.m. crash, police said.
